Soccer stadium inspection

Football stadiums where national or international matches are played are required to undergo an annual inspection for stability and safety. Since the Royal Decree of 2013, clear regulations have been established for the inspection of a football stadium, including the requirement that inspections must be carried out by an independent and therefore objective construction expert who has been pre-approved.

An annual visual inspection is required, but a more intensive assessment must be conducted every three years. During this thorough inspection, the necessary technical tests are also performed. The report we prepare will be part of the file that must be submitted to the Football Cell and the mayor of the municipality where the football stadium is located.

Art. 4.

§ 1. For stadiums where national and/or international football matches are played, the organizer sends the following documents to the Football Cell and the mayor of the municipality where the stadium is located during the month of June each year:
1° A detailed report prepared by the territorially competent fire service, not older than one year. This report specifies which standards have not been met, particularly concerning fire prevention. The organizer must submit a written request to the mayor in due time for this purpose;
2° A report not older than one year, regarding the stability of the stadium and its components. The organizer has this report prepared by a neutral expert, pre-approved by the Football Cell. The report indicates whether the stability guarantees outlined in the annex of this decree are being met.

§ 2. For stadiums where national and/or international football matches are played, the organizer, in addition to an annual visual inspection, must have a more thorough expertise with accompanying tests carried out by a neutral expert, pre-approved by the Football Cell. This expertise is conducted every three years. The thorough expertise may take place earlier if the annual visual inspection demonstrates the need for it. In the event that a club is promoted to the second national division, the expertise must be carried out prior to the start of the new competition. The thorough expertise includes verifying compliance with the standards for resistance and usage load outlined in the annex of this decree, as well as checking the structural elements of the stands, stand buildings, or parts thereof, if necessary, with the removal of any barriers that obscure these structural elements.
During the month of June, or immediately after receiving the report in the event of a club’s promotion to the second national division, the organizer sends the report with the results of this thorough expertise to the Football Cell and the mayor of the municipality where the stadium is located.
For stands, stand buildings, or parts thereof that are no more than 10 years old from the day of commissioning or provisional delivery, the performance of usage load tests as part of the thorough expertise is suspended, unless the visual inspection demonstrates the necessity of such tests.
